During one of the usual military exercises in Panama, there is a storm and four of the people of "Major Nathan West" (Jackson), the leader of a special American commando group, die and he apparently disappears. To discover the truth of this incident, the prosecutor's investigation officer, "Tom Hardy" (Travolta) is asked for help, and after investigation, he announces that all four soldiers were killed and "West" was also killed in retaliation...
