Due to the increase in violent crimes, the police chief asks detective Oh Gu-tak (Kim Sang-jung) to form a group of criminals. Detective Oh then brings these people into the group: Park Wong Chul (Ma Dong Suk) - Gangster Lee Jong Moon (Park Hae Jin) - Youngest serial killer with high intelligence Jung Tae Soo (Joo Dong Hyuk) contract killer of the police inspector, Yoo Mi Young (Kang Ye Won) also joins the group and tries to cooperate peacefully with other members of the group.
