The story goes back to the future, somewhere in the year 2028, on a winter night, signs of reconstruction after the war are visible. On the other hand, the tension in New Port City has risen and people started protesting because of the profit of foreign cartels. It ended up being shot by riot police and all this was under the head of a terrorist cyberbrain named "Fire Starter". Now, the independent assault unit led by Makoto Kusanagi takes action to execute justice in his own way by suppressing ghosts and aims, but under all this, "tin girl" Emma and "scarecrow man" Burinda Jr. were present. Currently, the leader of the assault unit as a Kusanagi deals with these incidents to find out the reason for the proximity of the two ghosts.
