"Willie Stark" (Sean Penn) is a politician who has been elected to the position of governor of Louisiana after a dramatic victory in the gubernatorial election. Stark's plans to protect the poor and collect very high taxes from the rich have created many enemies for him, who accuse him of being a gamer and financial corruption. Willy's right-hand man and advisor is a young journalist named "Jack Burden" (Jude Law), who himself comes from a rich family. He is torn between friendship with Willy and betrayal of his class and he does not know which side he should take. The most dangerous enemy of Willy Stark is a man named "Irwin" (Anthony Hopkins), who is also Jack's godfather and is not willing to bow to Stark's attacks.
